大国首都  典范城区

共绘绿色智慧新篇章

朝阳区坐落在北京这座拥有三千年建城史的古都，是首都功能的重要承载区和国际交往的主要窗口。

Beijing, an ancient capital with three millennia of history, is home to Chaoyang District which serves as a key area for the capital's functions and a primary window for international exchange.

多年来，朝阳区坚持以习近平生态文明思想为指导，牢固树立“绿水青山就是金山银山”理念，将绿色低碳融入城市发展全过程，持续探索超大城市中心城区可持续发展之路。

For years, Chaoyang have consistently adhered to Xi Jinping's thought on ecological civilization, firmly upheld the concept that "lucid waters and lush mountains are invaluable assets" ("Two Mountains"), and integrated green and low-carbon principles into the entire process of urban development.

从亮马河由普通河道蜕变为国际风情水岸，到郎园Station、望京小街通过绿色更新焕发蓬勃生机，朝阳区正以实际行动生动诠释“两山”理念，扎实推进高质量发展。

Chaoyang have continuously explored a sustainable development path for a central urban area within a megacity. First, the Liangma River has evolved from a simple canal into an international waterfront destination. Then, projects like Langyuan Station and Wangjing Walk have been revitalized through green urban renewal. Now, Chaoyang are translating the concept into concrete action, steadfastly advancing high-quality development.

几年前，亮马河还是一条被诟病的黑臭河道，两岸环境杂乱，水质堪忧。朝阳区以系统治理为突破口，实施截污、清淤、活水、增绿、通航五大工程，推动水质从劣Ⅴ类跃升至Ⅲ类，实现“水清、岸绿、通航”。

Just a few years ago, Liangma River was a heavily polluted waterway with poor water quality and disorderly banks. Taking a systematic approach to governance as the breakthrough point, Chaoyang implemented five key projects: pollution interception, silt dredging, water flow revitalization, green expansion, and navigation access. These efforts dramatically improved the water quality from below Grade V to Grade III, achieving the goals of "clear water, green banks, and navigable waterways". 

如今，亮马河已蜕变为“1河2湖24桥18景”的国际风情水岸，年接待游客超500万人次，带动沿线商业活力倍增。

Today, Liangma River has been transformed into an international waterfront featuring one river, two lakes, 24 bridges, and 18 scenic spots, attracting over 5 million visitors annually and significantly boosting commercial vitality along its banks. 

在此基础上，朝阳区持续推进“减量集约、高质量发展”，构建“两轴两带三区”空间布局与“两环六楔、五河十园”生态格局。

Building on this progress, Chaoyang continue to promote "compact, efficient and high-quality development", shaping a spatial layout of "two axes, two belts, and three zones" and an ecological framework of "two rings, six wedges, five rivers, and ten parks".

在将府公园旁，有一片曾荒废多年的老仓库——郎园Station。朝阳区通过“政府引导、市场运作、公众参与”模式，将其改造为集文创、展览、休闲于一体的文化消费新地标。

Langyuan Station, a complex of old warehouses abandoned for years, is located next to Jiangfu Park. Through a model of "government guidance, market operation, and public participation", Chaoyang have revitalized the area into a new cultural consumption landmark integrating cultural and creative industries, exhibitions, and leisure activities. 

如今这里已成为市民周末亲近自然、体验文化的热门去处，日均客流逾万人次，实现了生态效益、文化活力与商业价值的有机统一。

Today, it has become a popular weekend destination where citizens can reconnect with nature and immerse themselves in culture, attracting over ten thousand daily visitors. This project successfully achieves a harmonious blend of ecological benefits, cultural vitality, and commercial value. 

持续改善环境质量，拓展绿色公共空间，智慧赋能城市治理，提升民生服务水平。朝阳区以“五宜”（宜商、宜居、宜业、宜游、宜学）为目标，持续提升市民获得感。

Continually Improving Environmental Quality, Expanding Green Public Spaces, Empowering Urban Governance with Smart Technologies, Enhancing Public Service Delivery. Guided by our "Five Amenities" vision—amenities for business, living, employment, recreation, and learning—Chaoyang are consistently enhancing the citizens' sense of fulfillment.

在中关村朝阳园，一批人工智能、数字医疗等高精尖产业正在集聚成长。这里不仅是技术创新的策源地，更是绿色智慧的试验场。朝阳区推广绿色更新经验，推动老旧厂房转型、装配式建筑普及，实现产业升级与低碳发展双赢。

In Chaoyang Park of Zhongguancun Science Park, a cluster of high-tech industries—from artificial intelligence to digital healthcare—is rapidly taking shape. This area serves not only as a cradle for technological innovation but also as a testing ground for green and smart solutions. Building on our experience in green urban renewal, Chaoyang are facilitating the transformation of old industrial facilities and promoting the widespread adoption of prefabricated buildings, achieving a dual victory in industrial upgrading and low-carbon development.

朝阳区通过制度、技术、模式三类创新，推动“数字赋能绿色，绿色反馈城市”。目前共有3649家国家高新技术企业、146家上市企业、169家跨国公司地区总部落地朝阳。

Through institutional, technological, and model innovation, Chaoyang are advancing a virtuous cycle where digitalization powers green, and green nurtures urban. Currently, Chaoyang District hosts 3,649 national high-tech enterprises, 146 listed companies, and 169 regional headquarters of multinational corporations.
